ROMÂNIA JUDEŢUL CARAŞ-SEVERIN MUNICIPIUL REŞIŢA CONSILIUL LOCAL HOTĂRÂREA Nr. 238 DIN 22 septembrie 2015 privind aprobarea înțelegerii de cooperare între localitatea Reşiţa din România şi Localitatea Marijampole din Lituania Consiliul Local al Municipiului Reşiţa, întrunit în şedinţă ordinară în data de 22 septembrie 2015; Având în vedere Expunerea de motive a Primarului municipiului Reşiţa şi Raportul de specialitate al Serviciului Proiecte Europene şi Relaţii Internaţionale, precum şi rapoartele de avizare ale Comisiilor de specialitate ale Consiliului Local; Văzând adresa Primăriei Municipiului Marijampole (Lituania) nr. SA-8874 (3.43) / 18495 / 11.09.2015; Conform avizului Ministerului Afacerilor Externe nr.H2-1/3595, înregistrat la Registratura Generală a Consiliului Local al Municipiului Reşiţa sub nr.18958/21.09.2015; Luând în considerare Adresa nr. 17786/02.09.2015; În temeiul art. 15, art.16, art. 36, alin 1, alin. 2 lit. e) coroborat cu alin 7 lit b) şi c), art. 45 alin. 2 lit. d) şi f), art. 49 alin. 1 şi art. 115 alin. 1, lit. b) şi alin 3 din Legea nr. 215/2001 privind administraţia publică locală, republicată, cu modificările si completările ulterioare, HOTĂRĂŞTE: Art. - Se aprobă înțelegerea de cooperare între localitatea Reşiţa din România şi Localitatea Marijampole din Lituania, conform anexei la prezenta hotărâre, anexă ce face parte integrantă din aceasta. Art.2 - Se împuterniceşte Primarul Municipiului Reşiţa - Domnul Mihai Stepanescu, pentru semnarea înţelegerii de cooperare. Art.3 - Cu ducerea la îndeplinire a prevederilor prezentei hotărâri se încredințează Serviciul Proiecte Europene şi Relaţii Internaţionale. Art.4 - Hotărârea se comunică: - Primarului Municipiului Reşiţa; - Prefectului şi Instituţiei Prefectului Judeţului Caraş-Severin; - Serviciului Proiecte Europene şi Relaţii Internaţionale; - Oraşului Marijampole (Lituania)... CORNEL ANI | Ari Annex to HCL NR.238/22.09.20]5 TOWN —TWINNING AGREEMENT Between the cities Reşiţa from Romania and Marijampole from Lithuania The towns Reşiţa from Romania and Marijampole from Lithuania named in the following agreement Parts. Whereas the traditional friendship and cooperation between the two states to whom the cities belong, Convinced by the necessity to develop the friendship and cooperation between the two cities, Be it therefore resolved that the two cities wish to open new possibilities of cooperation in common fields of interest for their communities, They decide the followings: Article 1 Parties agreed to establish cooperation relations between them according to their powers in accordance with the laws in force in their states. Article 2 The parts agreed to intensify the economic, cultural and scientific cooperation in mutual interest areas, using new collaboration forms, typical for the development stage of their states. Article 3 The Parts will develop the economic cooperation in the benefit of both partners and for this purpose, they will create, for the persons and companies who are under their jurisdiction, the best conditions for the economic and commercial activities. Article 4 The Parts will develop mutual cooperation in environmental area. They will participate at the elaboration and implementing of a strategy on the prevention and fighting against the causes who can affect the environment in their cities. Article 5 The parts will cooperate, within the limits of their economic possibilities, to develop their transport infrastructure, especially the roads network. Article 6 Based on an appropriate program, the parts will expand, within the limits of their economic possibilities, the cultural exchanges and they will support the cooperation between associations, cultural organizations and institutions and also contacts between artists, scientists and teachers. They will support the cooperation between the schools and universities. They will facilitate exchanges of students, teachers and scientists and will support the elaboration and study of mutual interest themes. The parts will facilitate visits and exchanges of sport teams, athletes and sport managers. They will have the opportunity to serve in interested sport associations. Article 7 This agreement is concluded for an indefinite period and will and will taxa sffact on the data of signing. The agreement may be terminated by either Party via written notice to the other Party. Denunciation shall take effect after a period of three months from the date of receipt. Article 8 This Understanding may be amended by written agreement of the parties. Tha changss taka effect from the date of signing Article 9 This cooperation deal is not a treaty within the meaning of public international law.
